To help give you an idea of some of what the Board of Selectmen does, this is from the Accounting Policies and Procedures Manual: 1. Board of Selectmen - The Board of Selectmen supervises the accounting, the hiring of employees and various departments throughout the town. The Board is responsible for all accounting and financial reporting and related internal controls, financial services, cash management, audit supervision, annual financial report to the Town, maintaining the General Ledger, approving all purchases, and approving all check requests. The Board is responsible for processing and maintaining all facets of the payroll. The planning board does I sections and reports and makes a master plan for the town. They advise the Select Board on whether their rules are consistent with storm water laws. Here's the RSA - www.gencourt.state.nh.us/rsa/html/LXIV/674/674-1.htmOurs approves building notices, and boundary changes among other things.

Great question. I can tell you what I know so far. The requirements include being a Grafton resident. The Select board is three people who act together as the mayor. They have the most authority, and can change the budgets and departments. The state defines the scope of authorities of the towns, so the Selectmen work with that. Town clerk manages official documents. Town moderator manages the elections. The budget committee refines the budget to make sure the expenses match the job duties of the departments. They work under the select board. The budgets are voted on by the town. If a budget is not accepted by the town, the previous year's budget is accepted by default, plus any contracts. Trustees of the Trust Fund, Library Trustees, and Cemetery Trustees are defined here: www.doj.nh.gov/charitable-trusts/municipalities.htmThe Supervisor of the Checklist is responsible for making sure there is an accurate list of who can vote in town. The Planning Board covers issues like approving boundary changes on properties and dividing properties. It should also be noted the town is looking to hire a new tax collector and road manager. I'm told a previous tax collector worked with people and never seized properties. I think that would make a big difference.
