GRAFTON BUILDING NOTIFICATION ORDINANCE
Passed as amended at the March 12, 1988 Town Meeting (Article 24)
The following interpretation of the BUILDING NOTIFICATION ORDINANCE is for the purpose of simplification only. It is intended for easy understanding of the ordinance For full details, ser

an existing structure. However, these alterations or improvements must continue to be reported on the
annual INVENTORY OF TAXABLE PROPERTY.
ADDITIONS TO A HOME
Any person who expands the square footage of an existing residential structure shall fill out a NOTIFICATION OF CONSTRUCTION form and submit it to the Selectmen, Forms are available at the Grafton Selectmen's Office. The form must be filled out and submitted to the Selectmen before any work is started
NEW CONSTRUCTION, MANUFACTURED HOUSING & CONVERSION OF OUTBUILDINGS
Any person who erects a new structure, or who places a manufactured home on a lot, or who converts a previously non-inhabited structure into a residential or commercial use that requires sanitary facilities, shall first fill out a NOTIFICATION OF CONSTRUCTION form and submit it to the Selectmen, The NOTIFICATION OF CONSTRUCTION form must be reviewed and approved by the Selectmen prior
to the commencement of such construction. It is noted here that this ordinance does not apply to non-inhabited outbuildings, however, the
Selectmen request that a notification in writing of such construction be submitted to them.
SELECTMEN REVIEW
The Selectmen shall review the NOTIFICATION OF CONSTRUCTION form for compliance with Town ordinances and State laws. Specifically, they shall review the form filled out by the applicant that it contains the following two requirements:

(1) a state approved septic design for the proposed structure at the proposed site, and,
(2)
the lot on which the proposed building is to be located shall have access to a class V fully maintained town road or better
This review shall be done within 30 days after receipt of the NOTIFICATION OF
CONSTRUCTION form. If the form is approved, it shall be returned to the applicant within 30 days If it is determined that the form fails to meet the requirements established by the Selectmen, or if
the form contains insufficient or incorrect information, the Selectmen need not take final action. Instead, they shall return the form to the applicant for additions or corrections within 30 days. If the form is rejected, the Selectmen shall state the reason for the rejection in writing and return in
to the applicant within 30 days (It is noted here that the Selectmen shall have 60 days, instead of the above mentioned 30 days, to act upon any form for non-residential use, or for residential uses exceeding 5 dwelling units.)
The applicant shall post a copy of the approved NOTIFICATION OF CONSTRUCTION form the site before beginning construction.
FORMAL HEARING
A formal hearing is not required before the Selectmen take action on a review of a NOTIFICATION OF CONSTRUCTION form However, if the Selectmen determine that it is appropriate to have a hearing notice of the hearing shall be provided within two weeks notice.
REQUEST FOR REVIEW
Any person who is aggrieved by a decision of the Selectmen may files written request for
reconsideration within 20 days after receipt of the decision. The Selectmen may, but are not required to
reconsider their actions.
BEGINNING OF CONSTRUCTION
Construction must begin within one year from the date of approval.
FEES
Fees to cover the Town costs of administration of the ordinance shall be established by the
Selectmen
PENALTY
Any person who violates this Ordinance may be fined not more than $100, for each day that the
violation continues.
